The Municipality of Pallini in Greece is participating in the Urban Transports Community's Mentorship Programme and it is benefiting from the experience of the pioneer Barcelona Metropolitan Area on the topic of soft mobility.

Pallini belongs to the Regional Unit of Eastern Attica, Greece. The area of the Municipality is of approximately 30.000 km2. It has a population of 54.415 inhabitants and 19.175 households. The western part of the Municipality is characterized by dense urban fabric, while the eastern part  is less dense and unregulated with some rural uses remaining mainly at the south-east. The Municipality is crossed by two major roads, Mesogeion Avenue and Attiki Odos Motorway. The dominant land use is residential, while there is intense commercial activity along Marathon Avenue. It is one of the fastest growing municipalities of Attica (for the years 2001-2011) with a growth rate of 61,9% (114,0% for the Municipality of Gerakas) and increased housing pressures, in contrast to trends at national level, where the average annual rate of change is -1.1%. Car use is dominant and public transport supply (suburban railway and bus) mainly covers long trips and not local ones. A 32% of households own two or more vehicles, while 74,4% of residents choose to travel by private vehicle and only 25,6% chose public transport.

Cycling is preferred for only 2% of the total trips. The recent SUMP (2020) pointed out that a shift towards cycling would be beneficial and suggested the implementation of a new cycling infrastructure that currently is practically inexistant. Overall, the SUMP bike plan is comprehensive but costly and the funding of its full implementation remains uncertain. Also, some of the recommendations do not seem fully compatible with the road network. The Municipality of Pallini seeks technical assistance on the prioritization of measures related to the upgrade of Pallini’s cycling network taking into consideration the citizens’ needs and the existing road network. The mentor will build on the experience of the emblematic BICIVIA project of Barcelona, Spain, in order to define the priorities and assist the City of Pallini.

The mentorship program started in March 2021 and has included so far two meetings and several informal exchanges with the staff of the Municipality, one meeting with external stakeholders, a peer-to-peer bilateral meeting with the representatives of the Pioneer City. The agenda, participants, and minutes of those meetings are attached to the present report. A first report on the State of the art in Pallini was completed in July 2021. This report helped in the identification of the scope of the mentoring towards setting priorities in the progressive implementation of the new Pallini’s cycling infrastructure. A first draft of the final replication and adaptation report was completed in August and will be finalized in autumn 2021. Communication activities are also planned for autumn 2021.
